You clearly do need to explain further, since you haven't even begun to make any connection between the government and the following scenario:

Your Boss: The customer wants X.
You: I don't want to do X.
Your Boss: OK; I don't have any other problems with you, so I'll be glad to provide you with a reference when you find a job that doesn't require you to do X.
