She wasn't the head of the organization, "just" the head of public policy.

They'll put PR in charge for a while to clean up the mess and make nice.

You are, indeed, correct that she didn't run the organization as such... but as "just" the head of public policy, she aimed it. And, after the week they had, I suspect PR will only do so much.
