You do know The Thief and the Cobbler was a controversial film in the animation world, right? The animator, Richard Williams (the guy behind Disney's Aladdin) fooled with the movie for ages. He wasted a lot of investor's money in it.

The film was taken away from him and finished by a completion bond company, so the investors could get some of their money back. Williams protested it was a hack job, and nothing like what he intended.

Many people in the animation world said Williams had great ideas, but no desire to finish the film and get it out the door.
