For what it's worth, I've got my game frame rate back up again. Apparently you set anti-aliasing and anisotropic filtering to "application preference" rather than forcing it to 2:1, because Q3A never implemented either of those, and if you force it to do anything, even the minimum, it doesn't show any visual difference except lowering your frame rate because it's spinning its wheels....
