Next, not exactly free books, but it is a free,, DRM-less, apparently legal online lending library. It limits you to 5 books per 2 weeks, however. http://www.truly-free.org/
Finally, here is a site loaded with free ebooks. If it is old enough to be in the public domain and anyone today would want to read it, they probably have it: http://www.gutenberg.org
Tor posts one every so often; it's up in a box in the corner of the top of the Tor.com page. Right now it's Jane Lindskold's The Buried Pyramid, which was pretty good.
Not free, but Orbit is selling one of their books per month for $1. February is Ian Banks, who I've been eyeing for a while, but haven't been willing to pay TPB prices for.
