Reading the article, it appears both the supporters and detractors seem to have missed the origin of the comment. Think Shakespeare . . .

And once you've come up with the origin, it's impossible to intrepret the comment any other way than Kissinger knowing what's going on. Not supporting it, but not stopping it either.
