"Small business" always seems to actually mean "large corporations", and "Balance the budget" seems to simply mean "cut social programs and use the money to pay for more tax cuts for corporations".
If you look at all of the cuts that are being done/proposed by Republicans (both at the state and federal levels), the vast majority of them are almost directly offset by corporate tax cuts, so that they're going to have no real affect on the deficit at all.
