When Playboy gave out their Jazz (and later, Rock/Pop) Awards, they had a policy that anyone who won a category a set number (three or five, I think) of times was placed in a Hall of Fame in that category and ineligible thereafter. I always thought that was reasonable, and would love to see other awards adopt it (including the Pegasi). It both acknowledges the person who's won all those times, and allows others to compete. (If the FHoF folks objected to the terminology, I'd suggest calling it Emeritus status, instead.)
The only disadvantage is that you don't get impressive achievements like Charles Brown's 21 Hugos for Locus. I think the net benefits are worth it, though.
Is there a place where they show how many votes went to each nominee? I heard a very interesting rumor but I wouldn't want to repeat nonpublished and nonverified information.
In that case, what I heard was correct. Feed came in a close second for best novel. If I'm reading the chart correctly, several items, including Feed, came in ahead in votes for the #1 spot, but didn't win due to the method used for counting ballots by ranking. Very interesting.
In order to win, an entry must get 50%+1, if I am understanding the rules correctly. Therefore, when your first choice is eliminated, your vote goes to your number 2 ranking, and so on, until a clear winner is chosen. All of the nominees were Hugo-worthy in my opinion, so ranking them in order of preference was difficult, but very important for the final tally.
