It seems likely, given the the Oakland police's track record, that this was the work of the police force acting on its own. Mayor Quan might reasonably act against them, but can't you just hear the howls from the wingernuts? It's as I have said, this is the authoritarian interregnum, and we have Occupy to thank for making it visible to huge numbers of the public.
