Some of the folks in the earlier pictures in the sequence appear to be "of color" as well. But I think the key difference is this:

If you're taking supplies that you need to survive, such as food and water, from a closed store in the middle of a disaster, you are engaging in a more respectable activity than if you are taking jewelry and TV sets in the same situation.

I would find it hard to condemn someone in the first circumstance; far easier in the latter.

Bing bing bing! And, we can't tell what any of these people have in their packages, but in all cases they're food or drug stores. There just aren't too many plasma TVs in there.

You'd have to be plenty foolish to lumber yourself with a plasma TV in the middle of an emergency like that. But I doubt even the owners of those stores begrudge folks who take what they need to survive.

The only thing that kinda detracts from the evil you're presenting here is that these two captions were more than likely written by two different writers, and they just happened to use different word choices for the pictures they were describing.
